Екологізація економічних відносин рекреаційного землекористування в межах міських агломерацій

Abstract

Дисертація на здобуття наукового ступеня кандидата економічних наук за спеціальністю 08.00.06 – економіка природокористування та охорони навколишнього середовища. – Інститут проблем ринку та економіко-екологічних досліджень НАН України, м. Одеса, 2016. У дисертації науково обґрунтовані і вдосконалені: теоретико-методичні основи екологізації економічних відносин рекреаційного землекористування міських агломерацій з урахуванням принципів, критеріїв і функцій економіко-екологічного зонування, методичні підходи щодо використання інструментів форсайт-прогнозування та стратегування рекреаційного землекористування, методичний підхід до ранжування територій за ступенем інвестиційної привабливості, а також теоретичні основи визначення інституційної спроможності екологізації економічних відносин рекреаційного землекористування міських агломерацій.

В диссертации научно обоснованы и усовершенствованы: теоретико-методические основы экологизации экономических отношений рекреационного землепользования городских агломераций с учетом принципов, критериев и функций экономико-экологического зонирования, методические подходы к использованию инструментов форсайт-прогнозирования и стратегирования рекреационного землепользования, методический подход к ранжированию территорий по степени инвестиционной привлекательности, а также теоретические основы определения институциональных возможностей экологизации экономических отношений рекреационного землепользования городских агломераций.

Thesis for the acquisition of scientific degree of candidate of the economic sciences, specialty 08.00.06 - Economics of natural resources and environmental protection. - Institute of market problems and Economic-Ecological Research, National Academy of Sciences of Ukraine, Odessa, 2016. The thesis solves new scientific and practical task of improvement of theoretical and methodological approaches to ecologization of economic relations of recreational land use in urban agglomerations. The importance of scientific and applied study of theoretical and methodical positions of ecologization the economic relations within recreational land use in urban agglomerations, is caused due to objectivity growth of recreational services because of the acceleration of urbanization processes, increase in population and complexity of production and business activities of urban agglomerations; the necessity of expansion of recreational land use by local landscape and environment; limited land resources and urgency in solving economic and environmental problems and so on. It was found that the relevant administrative and territorial entities are not provided in recreational areas in the needed amount, because their area is 0.4% of the total. At the same time diagnostics of structure of recreational lands’ development which adversely affects on the state of environment allows to state that the number of members in the relevant land is much more than recreational areas in the Odessa urban agglomeration. It is established that the area of potential recreational territories in most administrative units of Odessa urban agglomeration dominates by official data on the number of recreational land use. This shows the fuzzy regulation and isolation of recreational land. Research sectoral greening of economic development shows the low level of development of recreational areas. This leads to the fact that the provision of services, recreational services occupy a small percentage. In terms of output, consumption of goods and services by economic activity trend vacation takes penultimate place in the region. More than half the districts in Odesa region no recreational land. In the study features to ecologization of economic relations of recreational land use are researched and proposed/ They are based on relations of property and land belonging to the main national wealth; availability of multi-purpose land use; contradictions of interaction of social, economic and environmental spheres of life in urban and rural communities in agglomeration; multifunctionality of the surrounding metropolitan area of suburbs; evolutionary uneven development and urbanization processes; town planning subordination of spatial formation of the community; the complexity of the land of the city and suburbs; differences between current objective economic processes and the specific terms of the economy of Ukraine. In the research scientifically are justified and improved: feasibility and development of methodological approaches with the use of foresight-tools for recreational land use in the system of land strategying and forming program documents of ecologization of areas to ensure the involvement of stakeholders in the implementation of large-scale innovative projects; theoretical approaches to formation of organizational and economic basis of ecological and recreational land use in urban agglomerations that unlike other is based on a complex combination of principles, methods, features and concepts of ecologization of economic relations of recreational land use, developed by the author; scientific approaches to justifying the economic-ecological zoning and certification of recreational lands which are based, as opposed to existing, on new signs of differentiation status of recreation areas, namely integrating environmental characteristics and properties of natural, economic and environmental efficiency and optimization of infrastructure improvement areas; scientific justification of provisions the methodical approach to ranking of areas by degree of attractiveness, which, unlike other system, is based on the use of economic efficiency of investment and ecological condition of territories; theoretical basis of determining institutional capacity of ecologization the economic relations of recreational land use in urban agglomerations, that are different from the known by the fact, that they are based on distinguishing between ownership and determining the functions of stakeholders in the current conditions of nature; scientific approach to the diagnosis of the economic and ecological condition of territories and metropolitan areas, which, unlike the other is formed by determining the resource potential and the need to meet the needs of the population in recreational services; methodical approach to determine the valuation of land recreational use by introducing a profitability coefficient which is differential in recreational areas within urban agglomerations.
