НАУКОВО-МЕТОДИЧНІ ЗАСАДИ ВИЯВЛЕННЯ ТА ОЦІНКИ МАСШТАБІВ ТІНЬОВОЇ ЕКОНОМІЧНОЇ ДІЯЛЬНОСТІ

Abstract

У статті проаналізовано науково методичні засади виявлення та оцінки масштабів тіньової економічної діяльності. Досліджено основні методи, що використовуються для оцінки тіньової економіки як в Україні, так і в зарубіжних країнах та міжнародних організаціях. Визначені критерії для їх класифікації. Проаналізовано переваги та недоліки двох основних груп методів оцінки тіньової економічної діяльності: мікрометоди та макрометоди, зокрема, для країн з перехідною економікою, для яких характерними чинниками є приватизація, високі темпи інфляції тощо, які не дають можливості використовувати монетарний метод для визначення масштабів тіньового сектору. Узагальнення основних критеріїв, переваг і недоліків методів оцінки тіньової економіки дозволило розробити їх класифікацію.

In the article the scientific and methodical principles of detection and estimation of scales of shadow economic activity are analyzed. The main methods used to assess the shadow economy in Ukraine and in foreign countries and international organizations are investigated. The criteria for their classification are defined. The advantages and disadvantages of the two main groups of methods for estimating shadow economic activity are analyzed, in particular, for transition economies, for which the characteristic factors are privatization, high inflation rates, etc., which do not allow the use of the monetary method for determining the scale of the shadow sector. The generalization of the main criteria, advantages and disadvantages of methods of assessing the shadow economy has allowed to develop their classification.
