До питання делегованої демократії: переваги, недоліки та перспективи розвитку

Abstract

У статті надається теоретичний аналіз концепції делегованої демократії. Дослі- джено її переваги та недоліки, проведено порівняльний аналіз прямої, представниць- кої та делегованої форм демократії. Визначається висока актуальність концепції де- легованої демократії під час кризи визначених форм демократичного режиму в умовах трансформаційних процесів сучасного суспільства.

The paper provides a thorough theoretical analysis of the liquid democracy concept. The main stages of its development, advantages and disadvantages are studied as well as the comparative analysis of direct, representative and delegated forms of democracy is conducted. The high relevance of the above mentioned form of democracy during the crisis of certain forms of democratic regime in the current conditions of the transformational processes of modern society is justified. The prerequisites of the delegated democracy formation are mostly represented by the limited choice of candidates, non-fulfillment of the election promises by the delegates and high corruption risks under the power concentration conditions. The benefits of delegated democracy include: free choice of roles, transitivity, low entry barriers, accountability and responsibility of the delegates, efficiency, personal privacy. Still the main problem of the liquid democracy is the complicated implementation process. Theoretical analysis of liquid democracy, consideration of its advantages and disadvantages and research of the development prospects in the contemporary conditions make it possible to conclude that the concept of the delegated democracy is highly relevant especially under current conditions of global crisis of direct and representative forms of democracy regime, due to its high efficiency and egalitarianism. Still the above mentioned concept inherents the certain number of disadvantages, which include the complexity of implementation and information barriers for certain groups of the population (i.e. elderly people and people having no access to internet resources), which makes it highly relevant to find the solution for them in the nearest future.
