РОЗВИТОК СІЛЬСЬКОЇ ЖИТЛОВОЇ НЕРУХОМОСТІ В УМОВАХ ТРАНСФОРМАЦІЇ ВІДНОСИН ВЛАСНОСТІ

Abstract

Розглянуто тенденції розвитку сільської житлової нерухомості в контексті кардинальних перетворень відносин власності в аграрному секторі. Досліджено показники введення в експлуатацію житла у сільській місцевості, рівня забезпеченості сільського населення житлом, оцінки якісних характеристик сільської житлової нерухомості з по- зицій її благоустрою в період аграрних реформ та після їх проведення. При цьому враховується характер здійснюва- них загальних змін сільської житлової нерухомості як в країні в цілому, так і в сільській місцевості окремих регіонів. Обгрунтовано, що забезпечення сільського населення сучасною житловою нерухомістю має розв'язуватися як ком- плексна науково-прикладна проблема в рамках концепції сільського розвитку. Це передбачає опрацювання теоре- тичних, методологічних та прикладних аспектів формування ефективних механізмів реалізації інтересів та прав се- лян як власників нерухомості в сільській місцевості, а також застосування системних заходів щодо планування сільських населених пунктів, розвитку сільської архітектури, розбудови інженерних мереж.

The tendencies of the development of rural housing real estate are considered in a context of cardinal transformations of the property relations in agrarian sector. Regional changes in security of country people with housing are investigated. The shifts of qualitative parameters of rural housing stock during the reform and post-reform periods are analysed. However, nature of ongoing changes is also mentioned in the general rural residential property in the country as a whole, and in some rural areas. It is grounded, that providing of rural population with the modern housing real estate must get untied as complex scientifically applied problem within the framework of rural development conception and foresees working of theoretical, methodological and applied aspects of effective mechanisms forming of interests and rights realization for peasants as proprietors. This provides the study of theoretical, methodological and applied aspects of developing effective mechanisms for implementation of the rights and interests of rural citizens as owners of real estate in the rural area, and the use of systemic measures for planning rural settlements, rural architecture development, building engineering networks.
