ОСОБЛИВОСТІ РОЗВИТКУ ВІДНОСИН ВЛАСНОСТІ В СИСТЕМІ СУЧАСНИХ АГРАРНИХ ПЕРЕТВОРЕНЬ

Abstract

Виділено особливості розвитку відносин власності в аграрному секторі. Встановлено, що до найбільш характерних рис сучасного етапу трансформації відносин власності в сільському господарстві відносяться: суспільно-політична багатогранність та соціально-економічна багатофункціональність проявів відносин власності; управління власністю переходить від безпосередніх власників-господарників до професійних менеджерів; стратегічна спрямованість та адаптація до ринкових запитів; єдність соціально-економічних процесів індивідуалізації та соціалізації власності; активізація процесів інтелектуалізації власності; інституціональний характер розвитку відносин власності з позицій удосконалення існуючих та сприяння утвердженню нових інститутів багатоукладної економіки; визначальний характер впливу відносин власності на ефективність соціально-економічного розвитку суспільства; залежність розвитку відносин власності від ефективності національної аграрної політики; нормативно-правова незавершеність набуття права власності на землю сільськогосподарського призначення з позицій володіння, користування, розпорядження в силу існуючого мораторію на її купівлю-продаж; дуальність ведення сільського господарства, що слугує поточним результатом існуючих відносин власності, розвиток яких породжує, з одного боку, формування горизонтально та вертикально інтегрованих корпоративних структур з високим рівнем концентрації аграрного ресурсного потенціалу, а з іншого — ресурсна диференціація та подрібнення учасників аграрної виробничо-господарської діяльності; низька ефективність існуючих організаційно-економічних механізмів впливу на розвиток відносин власності з позицій їх підпорядкування поточним та стратегічним цілям соціально-економічного розвитку сільських територій.

The features of the property development relations in the agrarian sector are highlighted. It was established that the most characteristic features of the present stage of property relations transformation in agriculture are: social-political diversity and socio-economic multifunctionality manifestations of property relations; management of property is transferred from direct owners of business to professional managers; the strategic focus on adaptation to market demands; the unity of the socio-economic processes of individualization and socialization of property; activation of the processes of property intellectualization; the institutional character of property relations development from the viewpoint of improving the existing and promotion of new institutions mixed economy; determining the character of property relations influence on the efficiency of socio-economic development of society; the dependence of the property relations development of the efficiency of the national agrarian policy; legal incompleteness of acquiring ownership of agricultural land from positions of ownership, use, disposal into force of the existing moratorium on the purchase and sale; and on the other resource differentiation and grinding members of the agrarian production and economic activity; the duality of agriculture, which is the current result of the existing property relations, the development of which allows, on the one hand, the formation of horizontally and vertically integrated corporate structures with high level of concentration in the agricultural resource potential; low efficiency of existing organizational-economic mechanisms of influence on the development of property relations with a position of subordination current and strategic goals of socio-economic development of rural areas.
