ДЕРЖАВНА ПОЛІТИКА УКРАЇНИ В ГАЛУЗІ ПАТОЛОГОАНАТОМІЧНОЇ СЛУЖБИ: ТЕНДЕНЦІЇ РОЗВИТКУ ТА ПРОПОЗИЦІЇ ЩОДО УДОСКОНАЛЕННЯ

Abstract

В работі розглянуто питання ефективності багаторівневого та різностороннього регулювання діяльності та контроль якості медичних послуг, підпорядкування відомчих закладів. З впровадженням медичної реформи та створенням госпітальних округів, нагальною проблемою постає питання фінансування закладів/підрозділів патологоанатомічної служби державної та комунальної власності. Впровадження реформи медичної галузі вимагає оптимізації мережі складових ПАС, розробки прикладів державно-приватного партнерства, запровадження стратегічного управління у галузі. Обраховані ціни на патогістологічні дослідження біопсійного матеріалу ставлять під сумнів перспективність заключення договорів між Національною службою здоров’я України та закладами/підрозділами ПАС, особливо приватної форми власності.

The study examines the issues of the effectiveness of multi-level and multifaceted regulation of activities and quality control of medical services, subordination of departmental institutions. With the introduction of medical reform and the creation of hospital districts, the issue of funding institutions / departments of the state and communal property pathoanatomy service is an urgent problem. The implementation of the reform of the medical sector requires optimization of the network of components of the PAS. Determination of the capacity of the institution (unit) of the PAS will be the basis for assessing the efficiency, optimizing the distribution and use of resources, reasonable planning. The structuring of PASS units by capacity will allow for fair assessment in accreditation and will be one of the factors of the changes in components and the service network as a whole. Time requirements include the optimization of PAS establishments and units, the reallocation of the burden on PAD units / establishments in order to maintain the necessary qualifications of employees, efficient and rational use of funds for the performance of services and works, the development and implementation of examples of public-private partnership, the introduction of strategic management in the industry. The calculated prices for pathologist studies of biopsy material question the prospects of concluding agreements between the National Health Service of Ukraine and the establishments / units of the PAS, especially the private ownership.
