М.; Rudik N. Аннотация: У статті досліджено теоретико-прикладні аспекти проблем розвитку сільськогосподарської кооперації в Україні на макроекономічному рівні. Установлено нестабільну та суперечливу динаміку розвитку сільськогосподарських кооперативів. Визначено, що розвиток сільськогосподарської кооперації стримують суперечності в законодавчому забезпеченні організації й функціонування кооперативів, відсутність спрямованої на її підтримку цілісної послідовної державної політики, низький рівень можливостей щодо залучення фінансових ресурсів та інвестицій для функціонування і розвитку кооперативів. Акцентовано, що розвиток сільськогосподарської кооперації відбувається переважно шляхом сприяння кооперуванню фермерських господарств. Обґрунтовано, що перспектива ефективного подальшого розвитку пов’язана з реалізацією Закону України «Про сільськогосподарську кооперацію» № 819-IX, розширенням державної підтримки шляхом збільшення обсягів фінансування та оптимізацією її структури, диверсифікацією джерел фінансування та їх раціональним поєднанням. Описание: Agricultural cooperation is an efficient mechanism of ensuring competitiveness of small and medium agricultural commodity producers under conditions of increasing competition on the domestic and world markets. The purpose of the study is to summarise scientific foundations of the formation of the cooperative movement and examine the applied aspects of the development of agricultural cooperation in Ukraine, efficiency of the government mechanisms of supporting the cooperative movement and prospects of its development. The following methods are used in the research: abstract-logical, economic-statistical and comperative analysis. The research is based on the studies of the domestic and foreign scientists on theoretical and practical issues of agricultural cooperation. The paper investigates theoretical and applied aspects of the problems of the development of agricultural cooperation in Ukraine at the macroeconomic level. It determines unsteady and contradictory dynamics of the development of agricultural cooperatives. It highlights that contradictions in legislative support for organization and functioning of cooperatives, a lack of purposeful and consistent government support, a low probability of involving financial resources and investments for the functioning and development of cooperatives restrain their development. The study emphasizes that the development of agricultural cooperation mainly occurs due to the assistance in cooperation of farms. It shows the advanced experience of the formation of cooperative associations with the participation of the leading agroholdings. Аннотация: У статті розглянуто умови формування та особливості функціонування ринку олійно-жирової продукції, охарактеризовано сучасний стан виробництва олійно-жирової продукції та відмічено високий експортний потенціал галузі, обумовлений зростанням попиту світового ринку. Подальший розвиток ринку олійно-жирової продукції залежить від обсягів виробництва олійних культур та забезпечення переробних підприємств сировиною. За результатами аналізу сучасного стану ринку встановлено, що формування сировинної бази в основному відбувається за рахунок соняшнику, сої та ріпаку, відмічено необгрунтовано низьку частку інших олійних культур. Проаналізовано обсяги виробництва основних олійних культур в Україні, відмічено їх позитивна динаміка та встановлено, що обсяги виробництва олійних культур переважно зумовлені площею посіву та структурою посівних площ. Встановлено, що в довгостроковому періоді відбувалося збільшення посівних площ соняшнику, ріпаку озимого, сої та зменшення ріпаку ярого. За останні чотири роки відбувалось зменшення посівних площ сої та збільшення ріпаку озимого. Аналіз структури посівних площ олійних культур засвідчив домінування соняшника та формування й розвиток нового сегмента — вирощування та переробки високоолеїнового соняшника. Описание: The paper looks at the conditions of the formation and the peculiarities of the activities of the market of oil and fat products. It characterizes the current state of manufacturing oil and fat products and highlights high export potential of the industry, caused by an increase in the demand in the world market. Further development of the market of oil and fat products depends on the volumes of production of oil-bearing crops and the supply of processing enterprises with raw materials. Using the results of the analysis of the current state of the market we established that raw materials base is mainly formed at the expense of sunflower, soybean and rape and underlined the unreasonably low share of other oil-bearing crops. The study analyzes the volumes of production of major oil-bearing crops in Ukraine and highlights their positive dynamics. It establishes that the volumes of production of oil-bearing crops are mainly caused by sowing areas and their structure. The paper determines that there was an increase in the sowing areas of sunflower, winter rape and soybean, there was a reduction of the sowing areas of summer rape in a long-term period. Over the past four years there was a reduction in the sowing areas of soybean and an increase in the sowing areas of winter rape. The analysis of the structure of the sowing areas of oil-bearing crops proved the prevalence of sunflower and the formation and development of a new segment — growing and processing high-oleic sunflower. Виділено основні фактори зовнішнього і внутрішнього середовища, що обумовлювали розвиток сільськогосподарських кооперативів. Такими визначено: рівень добробуту населення, стан розвитку сільських територій, рівень соціальної стабільності, наслідки реформ в аграрній сфері, зростання конкуренції, глобалізація та мінливість економічного простору. Відмічено необхідність дослідження та врахування специфіки сільськогосподарської кооперації як форми господарювання. Обгрунтовано еволюційний характер розвитку кооперації в аграрному секторі та окреслено чинники, що актуалізували та обумовлювали його. Зазначено, що найбільш поширеною формою кооперації в аграрному секторі допоки залишаються кооперативи. Проаналізовано спроможність сільськогосподарських кооперативів забезпечити нарощування виробничої та збутової потужності дрібнотоварних виробників, підвищення їх конкурентоспроможності, вирішення соціальноLекономічних проблем розвитку сільських територій. Відзначена роль міжнародного кооперативного альянсу в формуванні та розвитку кооперативного руху. Встановлено, що динаміка розвитку сільськогосподарської кооперації в Україні ускладнена особливостями нормативно-правого забезпечення, непослідовністю державної підтримки. Подальший розвиток та динаміка кооперативного руху в аграрній сфері в короткостроковій перспективі визначатиметься вдосконаленням законодавчої бази формування кооперативів та реалізації механізмів державної підтримки. Відзначено, що виважена національна стратегія подальшого розвитку сільськогосподарської кооперації повинна мати стратегічними пріоритетами: дотримання засадничих принципів кооперації, вдосконалення організаційно-правової бази; розвиток кооперативної освіти; розширення напрямів державної підтримки. Описание: The paper analyzes the specifics of the formation and development of agricultural cooperation, the conditions and features of the functioning of agricultural cooperatives, the current state and tendencies of cooperation development in Ukraine. The research identifies basic factors of external and internal environments affecting the development of agricultural cooperatives. They are: the level of public welfare, the state of the development of rural territories, the level of social stability, the consequences of reforms in the agrarian sector, increasing competition, globalization and changeability of the economic space. The study highlights the necessity of examining and considering the specifics of agricultural cooperation as a type of economic activity. It substantiates evolutionary character of cooperation development in the agrarian sector and outlines the factors actualizing and affecting it. It mentions that cooperatives still remain the most common type of cooperation in the agrarian sector. The research analyzes the capability of agricultural cooperatives to ensure an increase in production and sales capacity of small commodity producers, to enhance their competitiveness, solve social and economic problems of the development of rural territories. It emphasizes the role of the International Cooperative Alliance in the formation and development of cooperative movement. The study determines that the dynamics of agricultural cooperation in Ukraine is impeded by the specifics of regulatory and legislative support, inconsistency of the government assistance. In the short run further development will be determined by improvement of the legislative base for the formation of cooperatives and implementation of the mechanisms of government support. The paper highlights that a consistent national strategy for further development of agricultural cooperation must have the following strategic priorities: compliance with the fundamental principles of cooperation, improvement of the organizational and legislative base; development of cooperative education; expansion of the trends in the government support.
